Updated October 15, 2026 · Not legal or tax advice. Rules change. Confirm everything with the agencies linked below before you buy, list or file.

In short: In Lancaster City, short-term rentals are allowed by right only in the RO, MU, CB1, CB, C1 and C2 zones, and need a Certificate of Zoning Compliance plus a City rental license renewed every year. Countywide, stays under 30 days carry Pennsylvania's 6% hotel occupancy tax plus Lancaster County's 3.9% room rental tax and 1.1% excise tax. Townships set their own zoning, so check with yours. Not legal advice.

If you're thinking about an Airbnb or Vrbo in Lancaster County, you'll be dealing with three layers of rules: your municipality (zoning and licensing), Lancaster County (hotel taxes), and the Commonwealth of Pennsylvania (hotel occupancy tax). Here's what the official sources say, with links so you can check them yourself.

1. Lancaster City: zoning and a rental license

According to the City of Lancaster's short-term rentals page:

  • The City generally treats a short-term rental as a unit rented for less than 31 days, under a Zoning Ordinance definition adopted May 10, 2022.
  • STRs are treated as a commercial use and are not permitted in most residential districts. They are permitted by right in the RO, MU, CB1, CB, C1 and C2 zones if they meet the conditions.
  • Parking: 1 off-street space per dwelling, plus 1 additional space per bedroom for dwellings with 4 or more bedrooms.
  • Conditions include identifying a property manager to the City's Housing Unit, a maximum stay of 30 consecutive days per party, renting the whole dwelling in one person's name, no more than two adults per bedroom, and no signs.
  • You need a Certificate of Zoning Compliance and a City-issued rental license.

Under Chapter 238 (Rental Property) of the City Code, short-term rental licenses last one year and must be renewed annually. After three documented disruptive conduct incidents in 12 months, the license is suspended for one year. The City's rental license application lists an initial short-term rental license fee of $250 per unit, which covers the license, initial inspection and first reinspection. Check the current fee with the City before you apply.

Find your property's district on the City's zoning page and map.

2. Townships and boroughs

Outside the city, each of Lancaster County's townships and boroughs writes its own zoning rules, so what's allowed in Lititz Borough can differ from Warwick Township next door. We haven't summarized individual township rules here because we can't keep them verified. Call your municipality's zoning officer and get the answer in writing before you buy.

3. Taxes

Lancaster County hotel excise tax1.1%Lancaster County Treasurer

The PA Department of Revenue says some home-sharing platforms collect and remit the state hotel occupancy tax for hosts, and that you should check with the platform to see who is responsible. The County's registration form lists Airbnb and Vrbo as booking agents, and the County notes an exemption from the 3.9% room rental tax for qualifying bed and breakfast homesteads or inns. Confirm your situation with the Treasurer.

Checklist before you list

  1. Confirm your zoning district and whether STRs are allowed there.
  2. In the City, get a Certificate of Zoning Compliance and then an STR rental license.
  3. Register with the Lancaster County Treasurer for the county hotel taxes.
  4. Check which taxes your booking platform collects and remits for you.
  5. Check HOA rules, your mortgage terms and your insurance (short-term rental coverage).
